BIOGRAPHY
He has over 15 years of experience providing legal services in constitutional and administrative law, especially in organic matters of the State, administrative procedure, administrative litigation, and regulatory law.
In his legal practice, Antonio Leiva specializes in advising regulated market agents on their relationship with the State, regulation and operations in public procurement, administrative claims, administrative aspects of consumer affairs, submissions to the Comptroller General of the Republic, and appeals for protection.

Antonio Leiva was a lawyer in the Legal Department and later Chief of Staff at the RM Legal Assistance Corporation from 2007 to 2010. He worked as a lawyer in the Legal Advisory Office of the Municipality of La Florida until he was appointed Head of the People Management Department of the Undersecretariat for Crime Prevention in 2012. In 2013, he became Coordinator of Municipal Administration Advisors in the municipality of Maipú. He was then appointed Head of the Legal Division of the National Service for the Prevention and Rehabilitation of Drug and Alcohol Use (SENDA), a position within the Senior Public Management System, from 2014 to 2018. He served as a Prosecutor for the National Consumer Service (SERNAC) until 2022.
He teaches undergraduate classes in Constitutional Law at the Universidad Mayor, Universidad Andrés Bello, and Universidad Alberto Hurtado. He is also a postgraduate professor in the same discipline, Legal Argumentation and Fundamental Rights, in the Master’s Program in Constitutional Law (LLM-UC) and in the Master’s Program in Public Law at the Central University of Chile.

Antonio Leiva is the author of the book Proportionality and Constitutional Justice (2017).
He is also the author of several articles published in national and international scientific journals.
